
Supporting, Enhancing Resilient and Viable Employment Opportunities (SERVE) Project
SERVE is a five-year project (2023–2027), funded by Mastercard Foundation and implemented in partnership with CARE Rwanda. Its objective is to build a resilient, sustainable, gender equitable and inclusive entrepreneurial environment that increases dignifying and fulfilling work opportunities for predominantly female young people aged between 18 and 35 years in agricultural value chains in 10 Districts across Rwanda, namelyNyamagabe, Huye, Rulindo, Gakenke, Nyabihu, Rubavu, Rwamagana, Kayonza, Ngoma and Kirehe.
The project aims to increase access to dignified and fulfilling work opportunities for 100,000 youth, 70% of whom are young women, 3% are persons with disabilities and 3% are refugees.These youth are engaged in micro and small agricultural enterprises with focus on four key value chains: chili, tomato, fresh beans, and poultry.

Project Coverage
Kamonyi, Muhanga, Ruhango, Nyanza, Huye, Nyamagabe, Nyaruguru, and Gisagara in the Southern Province; and Ngororero, Karongi, Rutsiro, Nyabihu, Rubavu, Nyamasheke, and Rusizi in the Western Province.
Key Achievements
BY 2024
-22,446 youth grid-ironers were trained in good agricultural practices and poultry farming. Farming activities were extended to 1,074.
-16 hectares (237 ha of chili, 308 ha of tomato, 528 ha of fresh beans), poultry raised to 2,294,744 chicks.
-1,791 youth accessed farming infrastructure to increase production, including 6 greenhouses, 50 solar irrigation pumps, 56 poultry cages, 1 selling point, etc.
-23,504 youth agri-preneurs were supported to create jobs.
-1,666 farmers signed farming contracts with potential buyers.566 farmers linked & accessed to crop and animal insurance.
-A grant of 286,000,000 RWF was disbursed to support 47 youth entrepreneurs to expand their businesses (compost production equipment, poultry feed factories, eco-friendly packaging businesses).
